Reworks should be a LAST resort for riot if they cannot balance a champion out through numerical buffs, after many tries.
I see the word "rework" on these boards way too often. "Rework Yasuo, Rework diana". Think about the devoted players that'll be crushed if you rework X champion. just imo.

Sometimes the issue with a champion is not just balance concerns though. Sometimes it's a lack of thematic resonance, or untapped potential they have with their archetype. Champions like Nunu for example have a lot of awesome potential that is being wasted atm.
