Question about Thunderlord's Decree

Thunderlord is overtuned, there's no way around it, and while you're buffing the other masteries to compete, Thunderlord's still has a lot of conveniently buggy interactions.

I came to realize this when I found out that Singed's poison triggered it at the third tick, even if the mastery's description explains that it's each 3rd spell or attack (curiously enough, Nautilus' W doesn't proc it.)

So, what's the deal? Is it buggy or working as intended?

It's rather inconsistent. Brand passive doesn't trigger it, but Darius does. Brand passive triggers deathfire, but Darius doesn't.

Personally I think it should be 3 different sources of damage. This auto 3 times to win trade bullshit needs to die.

Honestly they should just reduce it from 3 hits to 2 hits and stop autoattacks from interacting with it at all.
