Can Rammus be updated to have % penetration instead of flat penetration?

But if Rammus had a problem, it's with his Q being easily kited, having more penetration wouldn't do anything, he has plenty of built in damage already

REALLY??? I have never seen it, but I'll explain

Falling behind: Cinder-Rammus falls behind? Your out!! Runeglaive helps you farm it out, and keep on the map longer to keep up a lot more pressure and get back in the game that way
Carrys fell behind: You can carry your own damage instead of being stuck in a hopeless no-damage situation. Firecape also deals pretty good damage.

But aren't you missing out on a ton of hp? It only does like ~100 dmg late game since you dont buy any ap o.o And cinder farms well too since it doubles on monsters

AH, sorry I forgot, Runeglaive farms a lot better since it gives infinite mana, and allows you to go firecape also

And your getting damage bonuses from both runeglaive and firecape. If you go cinder, then you can't efficiently go firecape anymore. The set up also allows for stronger combat-power in teamfights. I sacrifice 400HP but its fine because tank-stats isn't what I need (I'm already tanky as it is)
