It's the same, lots of flexibility to make a change is worth nothing if the game is going the way Riot wants it to, even if it is not where the players want to go. If Riot has a different opinion on simething the players think should be fixed, then it won't be fixed, which is why "we're monitoring the changes" doesn't actually mean anything after big changes. What we consider a dissadjustment could very well be the new meta they expect us to play in.
The game has been speed up a lot since season 2 by strenghtening the ADC early game (and lowering support's), and it seems Riot wants to do the same on season 6 (not surprised, after the double teleport tactic made ADC go back to the passive farm lanes). Even if this is not entirely their intend, an "everything will fall into place" mentality would only mean that Riot will release an unpolished product like in season 4, and will only adjust after blatant abuses in professional play.
My quote: "Preseason changes will be obvious and fixed once 2016 worlds starts?" is just an exageration, refering to the amount of time you would be willing to wait for things to fall in order. I see know that it's poorly placed after your last comment. After all, it is indeed correct English is not my first Language.
