Question is: is velcoz one of those ap that build deathcap and try to get tons of ap, or is he one that builds like rylais, liandrys, and magic pen

I hardly play any vel, but I'd like to. Input appreciated.

His ratios are middle of the road (all of his abilities are around 0.6 AP) so they're not the really high 1:1 AP bursts, but he has them on all of his abilities so AP still works. However he also has decent base damages (and high base on his Ult) and plenty of movement-impairment effects to maximize Liandry's, so you could go that route too.
I can't remember the math off the top of my head but I think Pen is technically more efficient, but I think either one would work.
MorningEspeon1 votesIt depends on the situation. You want to be able to spam your spells for sure because your passive does up to around 200 true damage every third hit. Thunderlord's is a must for masteries. Rylai's and Liandry's are both nice items on Vel, but again, situational. If you are getting poked a lot, go for those for more health, if the enemy allows you to just sit back and hurl spells at them, of course go full AP with a Void Staff if anyone starts getting MR.

is what you're looking for. Zhonyas isn't worth it unless they have a Rengar, Fizz, Talon, or Zed; you survive better by kiting in almost every scenario. The only exceptions are situations where they have an assassin that can just bypass your team and yolo dive you.
