Is 45% really a big difference in cdr on riven i do not see a major difference

the question isnt if +5% cdr is good, the question is if its better than what you trade in for it. precision is multiple times stronger

It could be fun. I haven't tried it.

But its counterpart mastery that gives 5 Arpen + 0.5 per level is super strong on AD champions. Especially on Riven because she does so much physical damage.

Riven honestly has always been strong but this season... Has done her no type of favors

Even now she is not necessarily weak. Just meta forces more bad matchups for her, and she has always been snowball reliant.
