How to tone down Fervor before it breaks people like DF

I think making so that stacks only occur with champion targets would really preserve the spirit of the mastery: starting off with 0 stacks in a teamfight and then ramping up to 10 instead last hitting in lane like normal and you magically have +13 damage at lvl 1 versus champions.

Large monsters and turrets could also work so long as minions don't proc a stack.

Lucky for you, that's exactly what they're doing. The change is already on the PBE.

I think fervor is balanced. All of the keystones have champions that the synergize well with and you have to account for what they have. I rarely even see people run this mastery anyways. Thunderlords is the overall best keystone right now, and even that doesn't need to be toned down.

You can last hit like normal or just push at a decent rate and then hit an enemy champion once, dealing more damage than TLD does at lvl 1.

And if you simply attack them again quickly, you've just outperformed TLD in lane. TLD scales better, but of course all you now need to do is attack more than once. And it also outperforms TLD when going all in. I just want Fervor to be more selective when grabbing stacks.

Another way instead of the OP is to increase stack limit to 100 with the same max rampup damage and attacks vs minions give 1 stack while attacks versus champions give 10 stacks.

The thing about hitting someone level one though is you'll most likely take a lot of minion damage and they can out trade you due to that. This includes ADC's that use the mastery too because all of the ones that use it are short range and have to push past their minions to trade a smart player.
