not only adc's obviously, but it will be used mostly to get into the back line. Mostly to get to and kill the adc. its not gonna be fun :/

Edit: ok that was crass of me. But there are already enough champions that dive the backline and I'm pretty sure someone can get in the way of his ult.

it autolocks onto the closest target at a certain proximity. kled doesnt have control over that part of the ult. means its possible to intercept it.

Probably in large part because people are getting fed up with whining.

He really only has one dash. The second dash puts him back through the target he hit first. The way you deal with Kled as an ADC is to allow someone else to tank him for you, because his abilities can be bodyblocked fairly effectively.
