What is being done to punish leavers Riot?

Even though i stopped playing ranked due to leavers/afk`s, Normals are still hellish, i had 10 games and 8 out of them we had leavers... I mean come on i can forgive toxic players since i can mute them, feeders? it doesnt bother me much i understand that there are difference in skills etc... But i CANT STAND NOR FORGIVE LEAVERS of any kind

Ive only recently seen the closed thread about whats being done to improve the tribunal system it was nice but there was only 1 problem: IT DIDNT MENTION LEAVERS, which is in my opinion the first reason why people lose their games. It should be a top priority no???

Its funny since i remember playing ranked in S2 and S3 and having to deal with them only to lose game and Elo.

So i will mention the question again... what is being done about it?
