So when Runes Reforged came out, it wasn't very versatile. Most bruisers didn't have a rune that met their needs, only some bruiser champions that had an ability that dealt damage and had synergy with a rune. An example of this might be Camille and Arcane Comet/Aery. But now with the release of new runes they are finally letting people decide what they want to do with their runes. So as summoners gain an idea of what to do and as more runes come out, I feel like there is a need to also add a change to items. Or more specifically add an item. As more runes come out some runes will have a cool-down that goes hand and hand with how it interacts with the game. The newly added Nimbus Cloak was most likely created to balance mage champions that had just always picked Ultimate Hat,such as Karma, Soraka and Karthus . But it feels that Riot wants summoners to adapt to the meta but also have fun and try out new things. So Nimbus Cloak had provided that, and instead they gave the new version of Ultimate Hat to the Domination Tree. But Nimbus Cloak also has 60 seconds of cool-down which makes sense because most champions have a long ultimate cool-down. But some champions like Karma , Blitzcrank and Quinn have a short ultimate cool-down. And Nimbus Cloak isn't the only one. Runes like Barrier and Aftershock also have long cool-downs. So with that in mind i present an addition to the boot item tree. Runic Boots. Runic Boots are similar to Lucidity Boots but instead of 10% less cool-downs to Summoner Spells. It gives 15% less cool-downs to Runes(as well as the 10% cdr to regular spells). And to go along with people who like to max out as much as they can. Cosmic Insight can also be given 5% to rune cool-down timers. So it would max out at 20%. As new runes get released and more of them have cool-downs, it seems that this could be implemented into the game. So share your ideas down below as with the poll that is set up. I feel like most champions who'd want lower rune cdr probably want cdr on their spells, so while it would be good on them it wouldn't be good enough to get instead of lucidity boots. The only exception I can think of would be like melee assassin like zed, lee sin, and khazix who get cdr from their damage items (and/or are gated by energy resources). Those guys might be a bit too much when they get ahead if they get a lower cd on something like electrocute. In ther current state of the game there are no boots that give them enough damage that they dont just go mobility/tabi/mercs. Allowing electrocute to proc an extra time in a longer team fight or skirmish might be a little overwhelming if they get ahead early, considering assassins are supposed to be all about front end damage.

Also, I think RIot needs to back off of adding any damage sources to the game at this point. Finally, you'd probably have to make those boots only work on keystone runes because things like Bone Shield and manaflow band are pretty impactful and balancing would become a nightmare if it applied to all runes with cd's. So in that scenario it would only be really useful on a select few champs (like assassins) who rely heavily on their keystone to accomplish their purpose. I mean I think even Aery becomes an issue here. I've heard enough complaints about enchanters to last me my whole life lol.
