I would like Clarification

First, Zilean and Tristana In patch 5.4 Zilean had his Q, Time Bomb, turned into a lobbed skillshot in order to remedy "his oppressive 'I'm-going-to-click-on-you' laning strength" (Patch 5.4 Notes). Now that's all fine and good however in patch 5.2 Tristana received a gameplay update in which her E active was essentially made an AD Time Bomb that although having a lower range would deal significantly more damage if she stacked it up (A total of 120). Now my question is why is Tristana allowed to have this as it gives her the "oppressive 'I'm-going-to-click-on-you' laning strength" (Patch 5.4 Notes).

Second, Viegar, Vi and Annie In patch 5.4 Viegar had a delay added to his E, Event Horizon, because "Veigar left opponents with less and less options" (Patch 5.4). Now whether this nerf is justifiable or not is 'debatable'. But as a brief aside before my main point in patch 4.19 when discussing the Zilean nerfs it was said "we typically don't like nerfing champions when they're down" (Patch 4.19 Notes). Now Viegar wasn't popular before his changes and certainly down after the lost of DFG. Not too mention the current popular junglers (Jarvin IV, Rek'sai, Vi and Lee Sin) will have no problem getting around a 0.5 delay (This isn't accounting for the cast time) as they have gap closers and CC.

Now on to Annie and Vi and how they fit into this. Annie and Vi both have reliable burst who can both one shot a frail target (Assuming Vi built a second damage item). In Annie's case she has reliable ways of locking down enemies with Pyromania and Disintegrate (A point and click stun) and large amounts of instantaneous damage. Vi also has reliable ways of licking down an enemy with Assault Battery (A point and click knockup) and reliable damage to follow (Enough to combo an ADC or Mage). So if Vi and Annie can both have instantaneous burst and point and click CC why can't Viegar?

Third, Revive Why was revive removed? There was no justification in the patch notes, just that it was removed.

EDIT: Thank you all for the clarification.

I think revive was moved because people cried that every time someone picked it, they were trolling. Even tribunal bans people for picking Revive which seems ridiculous to me. People should be able to play a game how they want to play it, but it's like there's more and more new rules that you HAVE to follow in order to not be permanently banned from this game.

As far as Annie goes, yes she has good damage but I feel like in higher play(smarter players), against a high range champion like Syndra, she has a lot of problems when people just kite her. Don't get me wrong it's possible to do well with her at all levels I think, but I think she's fine and balanced the way she is. Veigar will get buffed out of this world when his time comes, Kalista and Sejuani are just the flavor of the month right now.

In order. Tristana E base damage is lower than zilean she has to charge it up so you can just walk away before the damage gets high. Secondly it scales on AP and most Tristanas while go AD so it will become much more relevant late game.

Veigar, simply just didn't have a warning coming that you were about to stun. In Annie's Case she has a white cloud around her when her when her stun was ready, and she trades off being unable to cast any other spells until the stun is consumed, also it is not possible to have the stun always up in case ganks come so is not as reliable as Veigar. As for Vi is an ultimate ability which was nerfed recently and the CC she receives during the dash will apply after the same, so she can come out of of it with a stun and potentially ruin her day. Veigar E just had no way to predict when it was coming and as long as it was up you could use it, there was no trade off besides the awkward aiming.

Revive, well, I guess it was because it wasn't played much and when it was it was mainly for trolls..

I don't think it's acceptable that a mage like Veigar was able to support because he had a non-ultimate AOE 2.5 second stun. And yes, Annie also has this problem, but her stun isn't as powerful and her main AOE stun is tied to her ultimate. I don't think making his Baleful Strike a skillshot was necessary, and I think that his Dark Matter should have been changed in some way so that it helps enforce his Event Horizon as a cage, or make it so that it is not reliant on landing his stun. The changes could have worked if they made his kit less reliant on his stun.
