CC is not the answer

Look, every champion is countered by CC. Stop with this 'just CC them' nonsense. Stop telling me something isn't broken because x,y,z counters it. That's not a fun design in the slightest.

CC stops some champions more than others. What happens when you CC Mundo? He keeps running at you. What happens when you CC an ADC? They get jumped on and die. If it has a viable counter then it's not broken.
