Bounty changes were the wrong way to address snowballing. They're too swingy.
Instead of allowing safer grinds back to relevance, or toning back initial snowball a bit, the bounty changes just result in your team getting back into the game through single massive enemy throws. It just exacerbates the already swingy nature of the game. League already had the problem where you should probably FF when 4k or 5k down until the enemy team did one stupid thing around baron, and then it was winnable and maybe 5 minutes later they should FF instead. All this does is make that issue worse, and make it so it happens at every stage of the game (the fed member of the enemy team did something stupid literally anywhere and our carry just got a ton of gold, they're throwing!).
I don't exactly have a solution, but I would really prefer if the game length weren't artificially increased through throws and counterthrows (at any time, anywhere on the map) causing large gold swings.
