How veigar should be compensated

After playing a match with Veigar, i've not only noticed that the stun is really hard to land, but also that the meteor is quite useless: the only way to land a W is to stun the enemy, but since the stun is not reliable anymore, the W became useless. (in that match I've been lucky if I landed the W twice)

I agree that the instant stun was lacking counterplay and made Veigar a toxic champ, but I can say without any doubt that the meteor has TOO much counterplay. In his current state, Veigar can not even use his kit at its full potential: W and E are too unreliable

my "modest proposal": reduce the delay of the W to 0.625 sec (like Brand's W) in order to make it actually landable without needing the stun. Otherwise make his AoE bigger (I can't say how much), so it will become a zoning tool. I would tolerate the E changes, if W gets tuned a bit Any thoughts?

I feel like his E should be used as a zoning tool, (since it lost the instant stun.) But it does not work that well because of the cast time. I also wouldn't mind if his W became a better zoning tool as well.
