Look, leona in bot lane has issues, but she'd make a great top laner if her Q was one of them auto attack empowerments (Would effectively work the same) and her passive could be proc'd by her.

That bonus damage isn't even that much, in perspective you have something like taric, braum, or nautilus who just do more damage and compete with her on levels of crowd control

there are a lot of support champs that just for some reason aren't allowed outside of bot lane, but they're super fun and have agency later on with some items and skill ranks. Buffing the support classified wardens to be viable in top or jungle would actually both make room for more tank presence and counter tank presence.

by bringing in these champs you would call for tank killer champs into the meta, and both of those classes smash assassins.

mages would go up in relative power, adcs would have to think about itemization a bit more, and supports would likely get diversified.

Jungle meta isn't my thing, but it would likely get interesting to say the least
