The twitch nerfs don't make sense, Can a rioter confirm please?

Can you please explain the twitch nerf and why it's tied to press the attack? The proc itself is increased yes but twitch doesn't proc this as easy as a Lucian does, twitch has no way to land 3 autos fast and easy. and the %dmg increase on PTA was NERFED, if the damage increase was buffed I would understand this, but it wasn't, which is what made expunge really hurt, pls respond ty ! (I saw on reddit that the twitch changes was tied to PTA, yet like I said, doesn't make sense)
