He is not as reliant on penetration as someone like, say, Lucian.
Quepha2 votesSounds right to me. A fat Kog'maw is dealing almost a perfect damage split between physical and magic so the enemy already has to divide their gold between armor and MR. The optimal split for reducing your damage doesn't really get their armor or MR high enough for LW or void to be worth it.
He's got that %hp damage too so hp isn't that great against him either.
Valexfor2 votesWhy should he? His attacks deal %health magick damage, he doesn't need ar pen, he needs magick pen, and wit's end gives more damage than void staff and also some MR and AS.

RisenDarkKnight1 votesYou're correct that Kog usually doesn't build any pen. His damage is so mixed that usually the only pen is the 25 magic pen from Wit's End.
