Why does spellshield not block the start-up of Evelynn's charm or Fiora's ult?

I wanted to post this in Gameplay+ but I don't think this fits either here or there. Frankly, I can only do with a Dev response and I'm probably not going to get it. There's no way to communicate with them unless you get lucky enough that they see your thread and grace you with their presence.

I'm not hating on the Devs obviously. Hopefully it's obvious anyway. Much respect for them and there isn't an answer I could receive that "I wouldn't like."

But there's no reason for spellshields to not block ability start-ups that target your character. So either I'd like to hear the reason for it, or maybe that it's an unintended interaction. Because it's not a bug. It happens 100% of the time.

I have other videos of Evelynn's charm not being blocked though I currently can't find my one for Fiora, but I assure you it occurs nonetheless. It's easily tested anyway.

I think it is along the same lines as Nami using her W (ebb and flow/tide or whatever the name of it is. I can never remember) and it bounces off Sivir's spellshield, hits an ally, and can bounce back at the Sivir.

I think this is due to there being damage tied into Nami's W inwhich makes it actually "hit by targetting" them, which directs it back to spell shield, which takes the hit, then the original target is left able to be targetted again.

Due to Evelynn's W charm not doing damage by ITSELF, it is not actually "targetting" and "hitting" the champion. However, for example, Zed's ultimate has some damage built in to itself, thus when a spell shield is used when he ultis, it negates the placement of it because it has damage. Evelynns charm also does not have ANY cc or anything built into it just being placed.... which is why Caitlyn's traps are able to be spell shielded.

Fiora's ulti works on the same principle as the the Evelynn charm. It will do absolutely and totally nothing until it is touched. But once it is touched, it can be spell shielded.

Jax's W i believe bypasses spell shield because it is an auto attack enhancement, similar to Trinity force.

This is the absolute best i got, and i have been thinking about this from time to time since realizing that Nami's W can bounce from Sivir to Nami then to Sivir again.

For the same reason Warwick's passive, Braum's passive, Leona's passive, Lux's passive, Ezreal's W, Lee's Q mark, etc. aren't blocked by spellshields once they're on. They aren't spells effects. They're marks for future effects.
