Why does Riot recommend Riven in the jungle?

Recommended items on Riven seem to suggest she works best as a jungler, but after riot attempting to nerf her laning and the current jungle being so massively OP, she she can barely do a single clear, and i'm talking just the first 3 camps here, and that was with a good leash.

Even by lv 11, JUST taking raptors destroyed about 1/3 of her health, and the shield is practically useless. Because it now only last about 1.5 seconds, even if you time it perfectly to start just as you take an attack from a large monster, it won't be up by the next attack, so the shield blocks just one attack every 10 seconds. Through out the game, she constantly struggled with clearing the jungle, and with out the reliable high farm from lane, she is very under powered and there for has terrible ganks too, because she can't afford enough items.

So it's a viscous circle; too weak to farm jungle --> no money --> no items --> can't gank --> no money etc

I'm not saying we should buff riven, because she still seems to be able to go ridiculously OP in lane with a kill or two, but why can't they find a middle ground? If riot recommends jungle items, then they clearly think she should be a jungle, well not in the current state she isn't . But if they could work her it to more of an actually fighter, rather than a bull shit AOE assassin, it might work better.

Personally, I like to try lots of different champions. I do well as champions like Rek'sai, Vi and Shyvana, but every time I try and play a new off meta champion, I lose and lose hard. So I guess should could take all this to be another 'there is zero jungle diversity' thread, but even champs that are OP, that riot actually recommends you play in the jungle are actually so weak it's ridiculous.

I main riven for a long time in season 4 and one of the biggest issues I'v found with taking riven top is that you neglect your team a good tank and riven falls off late and doesn't do so well in teamfights, at least when she builds glass cannon, if you take her mid it's the same thing only you cost your team an ap waveclear champ, taking her jungle doesn't have this issue.

AD marks, Armor seals, 10% flat CDR from runes(up to you if you want to use quints or blues), remaining runes are flexible, I've been using CDR blues 1 CDR quint and 2 lifesteal but may change the 2 lifesteal quints. Masteries you go 21/9/0, get the 5% attack speed and CDR as well as butcher, bladed armor and tough skin in defese, the rest are standard, I'd reccomend blade/spellweaving. Start Q and start getting stacks of your passive from it at 1:44, only activate the next charge of Q at the last second, this will give you 3 passive stacks and have Q coming off cooldown as the first camp spawns. You can kill the minis from raptors first and then move on to red and smite it if you are having trouble with the first clear, then finish of raptors and do wolves, back and get item 3713 then go to blue, build item 3134 and item 3158 then get a item 3077 either before or after finishing item 3723.

Plays a little like Jungle Yi, you want to go in and try to burst someone with your laners since you don't have long CC durations.

you need to take trailblazer on jungle riven but you then lack combat summoner for ganks. hmm.

Riven's reccomended items don't seem to suggest she's a jungler at all, she's honestly far too squishy to be a jungler, and I'd rather riot not change a balanced champion in ways that could cause unforeseen problems to facilitate a playstyle she isn't meant for.
