Why do you move Ulti Hat to Domination tree while replaing it with Nimbus Cloak???

Nimbus Cloak

    "Shortly after casting your Ultimate ability, gain a powerful, decaying movement speed increase for 2s. 
    Increase: 100 Movement Speed
    Cooldown: 25s"

On the PBE we can see that Ultimate Hat is getting removed from Sorcery tree to make space for new rune Nimbus Cloak and in notes we can see that Riot is going to add Ulti Hat to Domination. Wasn't Sorcery supposed to be primary tree for mages? Well guess what. Mages want more cdr on their ultimate. And who might want movement speed after casting R? Maybe assasins? Why not leave Ulti Hat in Sorcery and add Nimbus Cloak to Domination?

Personally I'm very okay with this. My main viktor uses domination sorcery and since I takeelectrocute, I can use one of the 3 other runes for something a bit more useful. Then I can take something else in sorcery in place for ultimate hat.

You will be able to take both Manaflow Band AND Ultimate hat (taking dom secondary) at once. I'd say that sounds very nice for most mages.

Its so assassins dont always take sudden impact and ultimate hat to have free lethality and ult cdr. now they have to choose between one or the other. Think of Zed Leblanc Fizz etc
