You are right, removing a big amount of ap, early magic pen and increase the active cd by 30s for 20% cdr and 10 mr isn't going to end well especially if you consider that it's already really easy to get 40% cdr if you really need it (maybe on fizz and ekko, but diana, kat and kassadin don't really need 40% cdr)
