Concerns about Titanic Hydra

While i understand the need of having a choice of damage without forsaking resistance, i am concerned about the state of use and depth of TH as the item with the purpose of outvalue a stat that, after all, is not the only one needed for a tank.

As i understood, the concept of this item is that while RH can help tanky dudes to have an impact in early fights, if picked locks the champion with only a purely offensive item for a while and does not provide to the rest of the team any dedicated tankyness. Then TH comes in, and gives tankyness and less optimat offensive stats, but with passive and active that scale off with health %.

But the tank items do not have only health! Many times someone will buy mr or armor, and probably even focus on that for a while, and gets penalized by that because this item scales off with HP even tought they are going tanky already. Even worse, this can hyperscale with cinderhulk in terms of pure numbers.

Binding the whole item to stat can create a scenario where there is no consideration on tactic employed, but only a run to the most optimal build effect-wise - while i would really prefer it to be an item that scales off with tankiness, fight time and game time, if needed - something that does not scale thanks to an arbitrary clunky number, but rather with a combination of attributes that can be and can be not numerically determinated ( including tactics involved).

This can be achieved in many ways - like having a RH- like effect but that scales off with enemy hits, fight duration or damage taken - just examples, they might not even be the right solution but to give an idea - rather Vladimirize the item. We are not at the same levels of the atma' s impaler, but we might be close.
