1.) Are Rune Pages meant to help me in the early or late game?
2.) Greater Scaling Seals of Healths OR Greater Seal of Healths?
3.) If I'm playing Ahri, should I rush

Ahri usally rushes Mormells, but with certain lanes where she needs the mr you can build chalice. Runes are champ dependent.
Early.
Don't buy runes before tier 3, it's a waste of IP.
Armor seals.
Morellos is the standard Ahri thing.
