Then what about a bunch of other skins that have special effects on them such as Coral reef malphite, shamrock malphite, leprecaun viegar, lil slugger trundle, monarch kogmaw(new walking animation), spooky gangplank(glows), junkyard trundle, etc.

So those champs (plus maybe more) get special add-ons but the new skins like sweetheart Annie and marauder ashe cant? Plus even the new Varus skin still has his old voice/auto sound.

Riot don't make excuses, just do it for your fans.

It is a 'sometines' included option and those are OLD skins before the pricing model came into existence a lot of those skins just kept their old price tiers which is why skins like Red Riding Annie are worth 1820. What difference does it make if Annie's fire is orange? I think it is nice that Riot makes 750 skins don't try to bump up the price tier. If you want particle changes try Heatseeker Ashe, Amethyst Ashe, I believe Queen Ashe. Or Gothic Annie, Frostfire Annie, Panda Annie. Not every skin needs particle changes.
