We need a Champion who is heavily reliant on charge-ups like Yrel from HotS

Yrel's kit heavily relies on charging up her abilities to improve their effectiveness, as using them without charge-ups yields poor results. While some Champions in LoL like skirt with this a little, none of them do it to the extent that Yrel does.

The benefits of making such a playstyle would be the ability to give someone powerful effects when fully charged, but requiring that the one doing the charge-ups use careful planning and deliberation with their abilities, not knee-jerk reactions or spamming.

Should Riot try making a dedicated charge-up Champion, or would it be too unfun?
