What is the goal or change amount of the Skarner rework?

What will be the amount of change of the Skarner rework. Will it be a power-shift like Miss Fortune? Or like Gankplank game play update where 1 spell changes and then tweaking the others. Or a Complete kit rework like Sions? Or is it to early to tell. Im very curious on the trail our little skorpi friend is going Skarner .

I think it's spell changes. Maybe a minor power shift, but mostly spell changes.
