Does this update mean Gangplank isnt a secondary support anymore?

Since he sort of lost his stat boost until his ult is upgraded? Or does this mean he's just played somewhat differently?

I haven't actually used support GP much, but it was fun to do on occasion.

He actually is labelled as a secondary support, which is what I assume they are asking about. GP also is played as one by some people.
