I'm not entirely sure why, maybe because no one builds MR, or just the panic factor when damage gets dumped on you unexpectedly. My last game as Evelynn I had the most kills, most damage dealt, most damage TAKEN, and second least deaths (the friendly Sona took the honor, with only 2 deaths to my 4.) Eve's drain tanking is borderline absurd sometimes.

Damage is not, and has never been, OP in Urf. Not by itself. Pure damage comps will always lose.
Mobility and Crowd Control, now those cause problems. Eve has her strengths, but her machinegunning doesn't work if she's stunlocked a half mile away.

There's no way that I'd waste a ban on Evelynn when there are champions like Annie out there who do more damage, from longer range, who don't have to worry about the travel time of their projectiles, and who point and click to kill.
