What Do We Do With Rylai's?

So Riot has decided they want to narrow Rylai's Crystal Scepter's users by defining the item as being good for a class. So I'm going to have a discussion about the three Mage subclasses and discuss the pros and cons of each. I will also suggest a final build for a Rylai's for each class. Vote for your choice in the poll!

  1. Battlemage This one seems like the obvious choice. You can't instantly kill enemies, but you also have to be in the thick of things to even damage them, so if there's a Health AP item, it should be for Battlemages right?

The con is, most Battlemages actually have pretty decent CC already, adding a slow might just make things worse for the opponent.

Suggested build: Giant's Belt + Fiendish Codex + Ruby Crystal + 900 gp (total 3200) Stats: 600 Health, 40 AP, 10% CDR Effect: 40% slow for single target spells for 1.5 seconds. 20% slow for 1.5 seconds for all other spells

  1. Burst Mages The argument to be made here is "Hey! Don't fucking delete ANOTHER Needlessly Large Rod item!" Slowing enemies might not be the typical playstyle of a burst mage, but perhaps the price increase of Rabadon's has left burst mages with too few items to rush.

The con of this is that unless you're an assassin, you probably won't get away from a burst Mage with this item. But maybe that's the way it should be?

Item: NLR + NLR + 800 gold (total 3200) 120 AP Unique Passive: Dealing magic damage to a champion slows that champion by 50% (+5% per 100 AP) for 1.5 seconds. (60 second cooldown)

  1. Artillery Mages The main pro of this is, if we force it, we never see the item again because there's maybe three AP artilleries in the game.

The con is that if you get hit by poke, you're probably going to get hit by more poke. But maybe that's fair, since artillery mages don't have infinite mana anymore?

Item: Crystalline Bracer + Needlessly Large Rod + Amplifying Tome + 965 (total 3200)

80 AP 300 Health 50% Health Regen Unique Passive: Damaging an enemy champion with an area of effect spell slows that champion by 10-60% based on how far away you are from the target. Triggering this passive gives you 100% bonus health and mana regen for 5 seconds.

Rylais should be made for the champions that need Rylais, not a particular class

Aurelion Sol, Singed, Mordekaiser, etc

Or they could just remove it and buff the champions that rylai on it

See if you want to make an item for Aurelion Sol and Singed you would make it out of Catalyst of Eons, but then Morde mains would bitch about paying for mana.

RoA/GLP is already core on Au and I enjoy building it

And RoA is core on Singed as well. No reason you couldn't build both. You still need Health, Mana and AP on both champions. A repetition of the Eons passive isn't that big a deal.

Battle Mages and AP Bruisers are certainly the best fit for an AP+HP+Kiting item.

Burst Mages are the worst fit. Yes, they need another item, but Rylais shouldn't be it.

Artillery is kinda on the fence.

Generally speaking an artillery mage has 1 very long range basic spell with a low cooldown and a long range ultimate, but are going to have a hard time firing spells fast enough to permaslow. The slow at the longer range has the potential to make it harder for opponents to close the gap (much like Blue Ezreal), but could be used to help force fights by making retreats harder as well. The HP helps them not instantly die to their mortal enemy, the Assassin.

So while I think Artillery mages like Rylais, I'm on the fence for if it should have it tailored for them.

no. leave it as it is.

It goes best on battle mages because they have sustained damage to keep adding the slow, while artillery and burst can't keep adding it on and on as fast.

Battlemages are the best for sure. Azir, Aurelion Sol, and Karthus are the three big ones that come to my mind for this class, and they all build Rylai's. Azir so his soldiers slow on hit, better kiting, Aurelion Sol so his suns slow on hit, again better kiting, and and Karthus so that the E is an inescapable slow vortex of doom, his ult has utility instead of just damage, and landing a Q can almost guarantee further Q's. All of these champions already have some form of CC in their kit - Azir's Q slow and ult, Aurelion Sol's Q stun and ult, and Karthus's wall of pain (W) - however, adding Rylai's to their kit gives them something that makes their main abilities so much better, while also giving them decent survivability and damage.

Yeah, Aurelion Sol was kind of designed around the current Rylai's. Not sure how he'd function without it.

i dont care who its used on, as long as they get rid of permaslows.

the stats arent even the issue with the item, but that since the swifties nerfs and its buffs to apply fully to aoe effects and minions, its just dumb and overloads the game with slows.

even as a nieche item on some champions it shouldnt permaslow.

zyra shouldnt be able to create half a dozen plants that passively slow for her, so she wont miss her binding.

swain shouldnt be able to permaslow people with his ult to make hitting his w braindead.

Unpopular opinion: With item 3142 being a core item on so many AD champs, item 3116 is very much needed in its current form. If one gets a nerf, then the other will need it as well.

Could a simple solution to be that you can only be slowed by it every 5 or 10 seconds (or whatever in between to make it fair)? This would give you windows were you'd get hit by a slow, but have at least a couple seconds of normal movement speed to reposition/escape.
