Alright guys, if they had to nerf Garen, here are the nerfs he could get to balance his kit
Decisive Strike - Q

Bonus movement speed reduced to 30% from 35%.

Movement speed duration increased to 2/2.5/3/3.5/4 seconds from 1.5/2/2.5/3/3.5.
Demacian Justice - R
- Basic attacks no longer apply the bonus % maximum health true damage on the Villain. Only Judgment can.
Basically, the Q changes are here so it is actually harder to get to his opponents since he'll be slower than before, BUT he gets to run for a longer amount of time, being a bit more useful for either escaping or sticking to his target once he actually reaches melee range to it. He'll be more easily kiteable, but you'll have to kite him for 0.5 more second than before. With a decent support, this is actually really easy since he lost his Tenacity and slows do affect him even if he Q'd, since it only removes them, not grant immunity to them. The R changes are just pretty much for the early-mid game, so it's easier to fight him, because let's be honest here, late game, you don't autoattack much outside of Q. You mostly spin and tank up damage.
