Replacing Conqueror with Fervor, but adding a new item as compensation?
Conqueror was added as a way for Bruisers to deal with tanks, but ended up being a dominant keystone in all cases. Many people (including me) would prefer Fervor of Battle instead of Conqueror, but instead of "completely" removing Conqueror for the sake of adding Fervor how about we do this instead?:
- REMOVED: Conqueror
replaced with:
- NEW: Fervor of Battle - Version 1: You gain 2 stacks of Fervor for 8 seconds with each basic attacks on-hit against an enemy champion, stacking up to 8 stacks. Ranged champions only gain one stack per basic attack. Each stack of Fervor adds 1 − 8 (based on level) AD for a maximum of 8 − 64 (based on level) AD.
Note: Exactly like the old Fervor of Battle, nothing changed.

NEW: Fervor of Battle - Version 2: Generate 2 stacks of Fervor with each melee basic attack on-hit or seperate damaging spell against an enemy champion, stacking up to 8 times. All stacks will wear off after 4 seconds of not entering champion combat. Ranged basic attacks only apply 1 stack. Each stack of Fervor grants 2 − 10 (based on level) adaptive damage for a maximum of 16 − 80 (based on level) adaptive damage.
Note: A little bit more open-ended than the original version, it wears of faster, but can be stacked with spells and grants adaptive damage instead of AD. This would also make the keystone viable on AP Bruisers and Battlemages, just to add some variety.
but Conqueror then gets re-introduced through a new item:

NEW: Stentorian Lance (Name Example): Recipe: Last Whisper + Pickaxe + 625g Cost: 2800g +40 attack damage UNIQUE - LAST WHISPER: +35% bonus armor penetration UNIQUE - CONQUEROR: Converts 0% − 20% (based on health difference) of all your post-mitigation damage into true damage against enemy champions with greater maximum health than you.
_Note: A new item that re-introduces a similar passive to Conqueror, with some bonus armor penetration. This makes the third completed item to build out of Last Whisper (Obviously won't stack with the other Last Whisper passives). The item is combination of the old Lord Dominik's Regards and the current Conqueror, as a compensating item for Bruisers to deal against tanks after the removal of Conqueror, but in a healthier way. And since it grants bonus armor penetration instead of total, and only deals true damage towards healthier target than you, it won't become an essential item, but instead a very good situational item against tanks. _
