Why can't Gangplank proc Stattik Shiv on barrels anymore?

Wasn't he able to proc Stattik Shivs lightning on barrels before?

I thought that I might've been remembering things wrong, but then I looked at this old video that I found, and it does appear that he was actually able to proc Shiv on barrels back when his rework was released: https://www.youtube.com/watch?v=2J5jWdDeEu0

I'm not talking about the barrels proccing shiv, but rather you proccing shiv on the barrel itself, and spreading to targets around the barrel. He used to be able to, but now he can't, not even with basic attacks.

I just assumed that if Stattik Shiv could be procced on minions, monsters and champions, it would proc on barrels as well.

I also read through all the patch notes and changes to Gangplank, as well as the changes to Stattik Shiv, but I cannot find anything on not being able to proc Shiv on barrels anymore. I never noticed that it was removed, I just accidently found out when I was in practice tool.

I'm not complaining, I just wanna know if it's a bug or if it's intentional. If it is intentional then please Riot; atleast let us know about it. If it's a bug, then I was hoping this post would spread awareness about it so that Riot could eventually fix it.
