Maybe there would be more play making in Pro scene, and maybe even in Solo Q
Because in Solo Que I see too much kid trying to play 
and they can't Ward Hop KICK
Too much kid in Bronze, Silver, and even Gold.....they can't combo with this thing

I guess you want to lower cd not cdr cause actually there is only one thing that gives you cdr for summoner spells as far as I remember. Lowering Cd is pointless cause this spell is op even without this change everyone takes it in almost every mode.
