Why exactly does Fizz need his ult to expand to the point that it's almost guarnateed to land?

The W changes have already made him significantly stronger and while I approve of increasing it's damage and aoe based off range, I'm not okay with the hitbox being increased to a ridiculous level. The extra damage is supposed to reward skill when used to snipe with the shark, but the hitbox increases to such a retarded extent that it completely negates the point of the change. Throw it in their general direction, and they almost always get hit.
