Why is Tahm Kench's devour exempt from tenacity?

As if automatically winning any trade through base damage wasn't enough, he also gets to not only move you, line up spells on you and remove any counterplay whatsoever, the duration of his devour is completely unaffected by tenacity. Why?

Probably treated as a suppress like Skarner or Malzahar ult, none of them are affected by Tenacity.

Suppresses usually are usually tied to specific abilities where the length of the ability affects something the player is also doing. Malzahar is stuck in place, skarner is dragging the target, and Tahm is unable to attack and slowed but also moving his target.
