Can Swain get a buff?

Honestly I have not played Swain a lot, but here recently I started playing him and I really enjoy his kit. The only issue is he seems to be outclassed by other mages because all he has to offer is his passive and ultimate. When you play Swain early game he has low damage with bad mana sustain, you receive 3% of your mana back if you kill a unit with your Q. This can be useful if you build and but overall you do not have enough maximum mana for it to make a difference. I believe a good way to make the mana refund stronger is give the scaling on the mana refund increase per rank on Swain's Q ability. The only reason why I feel this buff is just is because Swain's laning phase is pretty bad compared to some of the other top tier mid laners and he doesn't quite scale enough to be worth picking.
