Morde not only needs a baby sitter, but can also only be picked on red side now, wtf?

A pick that leaves a team w/ no ranged damage for team fights is likely to never become a strong meta pick. So for Morde to become a good option he will have to be paired w/ ranged AD in other lanes (Ez or Corki mid maybe, Vayne top if solo que can pull it off maybe), and unless you can guarantee picking a ranged AD for a solo lane (which are limited options) he's not any good, so if he becomes pick/ban status there is a chance that he has to be banned by blue side because they can't pick two at once (assuming it is strong enough to be worth picking first rotation). WTF riot, definitely balanced for one side to have to ban something consistently.

The idea is that people might want to pick Mordekaiser in lieu of a traditional ranged ADC. I don't see where you're getting that only one side will be able to pick him.

He'll still get solo lane exp from lasthitting, and being botlane would naturally put him close to Dragon.

Nobody said the team has to have a ranged ADC, and Morde can just steal theirs with his ult anyway.

A team does not need an AD carry, but the range they all have does provide a significant advantage when it comes to sieging turrets. So in any scenario where Morde's team can not take a favorable fight when they want said team would be at a serious disadvantage. Incidentally that is a large reason why ranged ADCs have nearly always been the meta.

With out built in cheese factors this kind of gimmick will likely not work.

Where Morde lacks in range he'll be able to make up for in that XP difference.

Mordekaiser is already a dominant force in lane. While his actual solo laning might suffer, his duo laning has the potential to be amazing. He's going to outlevel botlane and start to bully their ADC out. Once he hits 6 he can just steal the enemy ADC for his team's use.

Turret sieging I don't think is going to be a problem when you have a giant dragon barreling down the lane.

Keep in mind that a duo laning mordekaiser will still have a separate solo laner, so as a whole his team's getting more overall XP, which will serve them well in teamfights.

Essentially bc if he can be played seriously w/out ranged damage in the team he has to be over tuned and will be perma ban status. So if he's balanced enough to be a viable strong pick but not so strong he is kassadin at his strongest ban rate (like 99% or something) then he will have to be picked w/ ranged damage or specific team comps that facilitate him working in mid/late game (remember you can drop his ult w/ qss I'm pretty sure so there is a way to stop him ever stealing an adc). He may end up as a late pick pairing if he's viable but not too strong, but if he's a dominant meta pick but not on the top ban list (and is a first round pick if he's available) then he will mostly be picked red side if there's a way to deny the needed ranged damage if he's picked solo.
