Kleptomancy is only activated after an active skill is used, i.e Gangplank's Parrrley or Ezreal's Mystic Shot. Once it's activated, you have a timed window to use a basic auto attack. It functions similarly to Sheen in that it needs to be activated by using an ability to proc the passive.

PASSIVE: After using an ability, your next basic attack within 10 seconds is enchanted. If the attack is used against a champion, you gain 5 Gold. Occasionally, you will gain a consumable item instead. If you gain a consumable item while your inventory is full, the consumable will instead be consumed.

It's more than likely it's disabled for Damage over Time abilities due to how broken it would be as a Keystone if it could be proc'd by DoT.

Just be aware sup ez is absolute garbage in any ELO above trash V and offers nothing to a team beyond cheesing bot-like ADCs out of lane.

Use dark harvest/duskblade instead for max brush abuse. And it makes a really annoying noise that stacks with shiv.

Ez Q can activate item 3042 item 3147 item 3078 item 3087 item 3312 + Harvest + anything else on-hit in one hit. Shit is hilarious in ARAM, just oneshots people.
