Is it even possible for any champ to avoid the buff/nerf clown fiesta?

It seems more and more evident that Nami, a champ that has managed to avoid any direct tuning to her kit for years, might actually be getting changed because of how good she is. I've always maintained that Janna and Lulu acted as outrage shields for her because it was far more noticeable and annoying when they were strong compared to her, but since they're both in the dumpster right now, there's nothing stopping Nami from being front and center.

I've also always maintained that she's been one of the more well designed champs in the game, next to champs like Vel'Koz or Ashe. These two, of course, have had changes to their kit at some points, and I feel like for as much as she's persisted throughout the years, it'll happen to Nami too. With that being said, with the way that items and runes are often changed around, is it even possible for a champion to be so balanced that they could potentially just not ever be changed? It seems unlikely from my point of view.
