Caitlyn can siege towers without taking aggro what the hell?

Saw it happen twice last game. I actually ulted with taliyah later on in the game to save the tower (obvious what i did) and watched her auto it without tower shots. No minions at the moment we had killed them all. (2 defending against 5 survived actually) Seriously what the fuck did my eyes decieve me or was she kiting a tower...? That sure as hell isnt something i want to see literally every other game she isnt banned.

If she actually can, need some enlightenment on the counterplay.

When Caitlyn has the energized attack from Rapidfire Cannon, she outranges turrets, so she can take a shot at a turret without it attacking her.

So can Tristana, I'm pretty sure. (Her range scales up, so maybe she couldn't at level 1 with Rapidfire Cannon, but at some point she could.)

And I think Twitch can do that with his ultimate.

Even if it's true, it won't do any damage since towers without minions nearby take massively reduced damage.

I've seen it happen with a few marksmen, xayah and twitch too. Towers need some buffs, or at least bug fixes.
