I feel like many of the annoying mages are in this state because they are able to abuse rylai's for a permanent 40% slow. Take Azir for example, if you step within his 2k range and you aren't playing a free dash champion, you can't escape because of the slow, even if you use ghost or another MS buff. I think it would be more fair as a 30% slow instead or if there was a CD "can't apply to the same target again in 4 seconds."
MrPharmD2 votesIt's the fact that it gives a huge slow, AND the most AP for a non-death cap item, AND a large amount of HP. It's a very good stat item even without the slow.

I'm pretty sure the update forever back made it so AoE's deal full 40% slow. But I may be crazy.

AnonymousPoro1 votesYeah, a reduction to the slow amount seems fair, since it synergizes with so many strong mages(Brand, Taliyah, Azir, Cassiopeia, etc).
