Rylai's on Rammus
Rylai's: UNIQUE: Damaging abilities slow affected enemies based on their type: Single Target: 40% for 1.5 seconds. Area of Effect: 40% for 1 second. Damage over time, multi-hit and pet attacks: 20% for 1 second.
His ult is an AoE and does "Damage over time". On the wiki for Rammus it says...
"Rylai's Crystal Scepter will apply a 40% slow for 1 second."
...For Rammus' ult. But its a "Damage over time", so ain't it supposed to do 20% slow? I might be wrong i guess about the damage over time. Also, my main question is....
Does his ult constantly apply the slow everytime the earth quakes or w.e? It would not be worth the item if all it did was slow enemies for 1 sec when the ult was initially activated.
