Graves Damage Needs to Be Lowered

"He's a tank lol" People please, PLEASE, he stacks his E half as fast as he used to, didn't even stack it that fast to begin with, and the only way he gets a significant number of stacks is if he stops kiting and dashes at you.
And if you want his damage nerfed he will need a revert on those tanks stats, he's literally nothing without damage and there's not a damn thing any of you can say otherwise, he's a a close range AD champion that gets eaten by anything that either respects his range or is more dangerous than he is in that range.
200% of his AD at level 18 isn't fair, even if it is in melee range.
Someone at Riot has a hard-on for making sure there's 1 "ADC" who is an extreme outlier and can do anything he wants to do.
na he should still be able to burst but his dps should be hit. increase mid game reload times and make it scale less with items
How do you plan to compensate him for such a nerf?
I thought this was a circlejerk till I leashed a Graves. He had full HP afterwards and he was level 2 by the time I walked from red buff to tribrush. That clear just shouldn't exist on anybody...
How to counter Graves 101 -

Graves when combined with some tank that just gets free resistances feels like I'm shooting marshmallows as ADC
