Is the rate drop the same as on SR? Or it depends on other factors (time, dmg dealt etc.)

I would guess the droprates are adjusted to be a little lower since ARAM games are a little shorter. So 8 hours of ARAM should drop the same number of key fragments as 8 hours of SR, on average.

We don't even know the drop rate for SR nor the premade bonus. Supposedly, key drops are tuned so that it's not easier to earn key fragments in any specific game mode. Hopefully that means it does scale on time, instead of just being a drop rate nerf on non-SR modes.
