One thing about ADC's is....

There are no Weak ADC's, even Kalista is strong. Compare to other roles, it's the strongest role. Even the out of meta ADC's are strong, they just require a good player and a team.

Ezreal is and always will be broken.

he's got like a 44% win rate right now. maybe i'm misconstruing your definition of "broken" a little bit, but he sure as hell ain't been doing so hot lately.

Urgot might just be the most broken out of them all right now

Just play him mid or top

You can always ult their adc and if you both die that's a win for your team

besides that there exists a very broken build for urgot right now

lethality/AD reds scaling armor yellow scaling mr blue scaling armor quint

item 3047 item 3042 item 3071 item 3812 item 3001 item 3065

Then take whichever keystone suits your play style best TLD or DFT and go 18/0/12 or 0/18/12 simply to get more defense and bigger shield mastery

You can quite literally keep spamming big ass shields constantly

and you heal tons from spamming Q

Also you win every duel with ult giving 50% damage reduction and then having DD + passive and vs AD also tabis in addition to getting a ton of resistances, hp, healing and big ass shields.

Its beyond stupid to fight this

his E+Q poke also lacks any sort of counter play as added bonus

It's more that they are always required.

It's more to do with their kit and what the style they revolve around.

Ezreal has always been a joke to me. His ult is easy to dodge when it gets in your screen. His attack animation looks as underwhelming as his attacks (when he goes full AD). And when he's AP? Yeeeaaaaah... not very impressive. I hadn't played him. But if someone with a freaking mastery seal on the character card duels a completely new player and consistently looses... something is horribly wrong. That person is supposed to know this character by now.

I have never seen Urgot in play. Must be saying a lot.

Kindred had been nerfed so hard that she became completely unplayable in the past. And she's coming back. But with all the jungle changes and the changes to her kit, there's still some base stats that are just freaking awful on her for what she's designed to do. Imagine trying to kite a melee unit when you have below average AS, MS, and Armor... and suddenly your Q which used to be 2 seconds always in frenzy, now suffers scaling with ranks. I love this character, but she feels so GOD DAMN sluggish for what is supposed to be a graceful murder lamb and savage wolf. You want to attack? It takes almost half a second for the arrow to leave the animation! You want to kite? You need to move half a second, and then attack... which takes another half a second! Want to go help Top lane because he's about to get ganked? Well congratulations, EVERY F&CKIN CHAMPION OUTRUNS YOU! If you are in mid, you might as well tell your support down in bottom lane to go help top, because he will probably get there ten seconds sooner than you! I get that death is patient, but come on!

Xayah is probably one of the most underwhelming spammy bastards I have ever seen, and the only character I honestly regret buying so far. She can do damage. Don't get me wrong. She can do a lot of it very quickly. But she's so god damn inconsistent about her damage. And sometimes your root won't even proc. Combine that with the fact that she chews through mana like a fat lady loves apples with absolutely no AP scaling... her situation gets a little deeper. Make her only escape skill her Ulti, which does so little damage in the initial blast that an unarmored Jhin can face tank without noticing a scratch. Make it heavily telegraphed with the inability to change the facing direction. And screw you if you wasted your recall before you popped that ult! Because you won't be able to take advantage of the feathers on the ground! She's just a disaster in general. But you can make her work at least.

In case you don't know "love you like a fat lady loves apples" Here's a picture. http://imgur.com/GtUF2ZW

Definitely gives you a picture on how Xayah blows her mana pool in a matter of seconds.

Xayah and Rakan both have glaring weaknesses in order to justify giving them paired-off buffs. Xayah's mana and Rakan's inability to kill anything in general were intentional. Alone, they are okay. Together, they are their own beast.

I've even seen Kayle making ADC appearances lately. Not a good situation, because a 4 item Kayle is like death walking toward you.
