A minimal set of changes to make Mordekaiser acceptable
I said that my most recent Mordekaiser post would be my last. I lied. Sorry.
That said, I am frankly very upset that Riot seems to have largely ignored the (as far as I can tell) overwhelmingly negative feedback on the Mordekaiser rework. It's managed to be a slap in the face to former Mordekaiser mains (who can't honestly justify playing solo Morde) and a pain in the a-- for most other players (since Mordekaiser is currently a very binary champion who is generally a pubstomp as ADC).
That said, there are some cool parts to the rework. Ghost dragon may have some balance issues, but ghost dragon is also frickin' cool. With that in mind, I'd like to suggest the following minimal set of champions to make Mordekaiser less feast-or-famine, viable in more positions, and more fun overall:

Make Q scaling geometric, not exponential. The insane power loaded onto Mordekaiser's third Q hit (due to its 9x multiplier) is in my opinion not something that should be seen on a non-ultimate ability, and it leads to a frustrating "Q a minion twice then flash/one-shot their squishy" play pattern. Currently, the scaling on successive hits is 100%/200%/400% up to 100%/300%/900% at max rank. I would suggest changing this to 100%/200%/300% up to 100%/300%/500% at max rank.

Reduce the experience granted by the W passive. Based on the most reliable information I could find, sharing experience in a duo lane leads to each champion getting 65% of the EXP they would get in a solo lane. (Correct me if I'm wrong; this was very hard to determine.) Thus, Mordekaiser's W passive is essentially granting him 50% bonus EXP in this situation. (50% of 65% is nearly 35%, the difference between solo and shared experience gain.) Compare this to the old Zilean passive, which granted 8% increased experience globally, for a total of 40% bonus EXP distributed across the team. There's some fuzziness in the comparison, and I'm not saying Mordekaiser's W passive is necessarily better than Zilean's old passive, but the point is that they're at least in the same ballpark, and Zilean's passive was considered overpowered. Moreover, it's not hard to trace the disparity in Mordekaiser's success at ADC vs. all other positions to this ability. Some would say to get rid of the W passive, but it at least needs to be tuned down in order to make Mordekaiser less oppressive in a duo lane and viable elsewhere. As a minimal change, I would suggest granting Mordekaiser no more than 20% bonus EXP when sharing experience.

Make ghost dragon less free. The ghost dragon is currently "free" in two ways: It doesn't have a leash range, and Mordekaiser doesn't have to burn his ult to get it. Considering its inherent power, this seems a little much to me. My personal suggestion would be to give it the same leash range as Mordekaiser's other ghosts, and also to force Mordekaiser to ult the dragon in order to get its ghost, perhaps with a 50% reduced cooldown if he does so. That way, if a teamfight breaks out right after Mordekaiser takes dragon, he will have had to make a strategic decision on whether to use his ult on it; meanwhile, his ult will likely be up if something totally unrelated happens later. I'll admit that I'm a little less certain on what change would be best here, so no bold-faced wrap-up this time.

Provide compensation buffs elsewhere as needed. This is important; I'd rather not see Mordekaiser simply nerfed into the ground!
In conclusion, dear Riot, I would really like to see some indication from you that you understand that Mordekaiser is an overtuned, binary mess at the moment, and that you would like to turn him into a fun, balanced champion. (Or else, explain to me clearly why he isn't a mess.) All that being said, I trust you to get it right eventually; you have a track record of eventually addressing these problems and giving your champions a fair shake. I'm a little upset that it apparently won't be in time for Worlds, though :(
