In about two days we'll get the next patch with his release and he hasn't had a single change made to anything in his kit since he went to the PBE, not numbers, not mechanic, nothing. So is he just THAT balanced or is Riot just getting lazy?

The only issue is that he gets Skaarl back way too easily. That is the only thing about him that I think should be addressed.
