@ Riot if a champ gets consistently double banned you need to nerf/rework that champ.
I don't know any indicator that can be more clear. as to when a champ needs to be reworked especially when the problem does not lie in the numbers such as Yassuo

Yasuo is getting a mini rework.
Also ban rate doesn't always mean a champion is overpowered or in need of a rework. Some champions are just a mix of balanced and popular so people ban them. These choices should come from Riot looking into their statistics instead of ban rates.

Alternatively, it could mean that a substantial portion of the playerbase in certain divisions are bad at the game and brainless.
