Would attacks that partially bypass shields be toxic gameplay?

Picture this: you have a Champion whose Q adds bonus damage to their next basic attack and enables a portion of that attack's damage to ignore shields, going right through them to hit the target's HP.

Toxic gameplay? Or could it be reasonable if it's part of a Champion's gimmick? (i.e. this Champion is all about bypassing defenses to take a target down)

EDIT: To avoid being too niche, perhaps it could be "next basic attack deals bonus damage. Part of this attack's damage is converted to true damage, and this true damage can bypass shields." If it was like this, it'd have uses against shield-users and tanks.

It'd be very niche.

Too hard countery. Would be dumb for someone to be really good at killing people supported by Karma but terrible at killing people supported by Nami, and that's what would happen. Not that many people have shields, so if you balance a champion to do bonus damage against champions with shields then they kinda suck against everyone else.

That alone would be too niche, the champion would only be picked to counter shield based champions, and in the long run the point of shields is to temporarily block damage, unless the champions Q entirely ignored shields there would be no point in using it when they shield as you could save the mana and cooldown for when the shield drops off, the only shields that really last a significant amount of time are passive ones like malphites, which aren't very big.

And unless the Q did a lot of damage it would be pretty pointless most of the time because the little damage that gets through wouldn't impact them. So all in all it would either be too hard to balance, or afford too much of the champions power budget.
