People should be allowed to say what they want to say so long as it isn't harming others. Somebody just saying they don't like a champion like Yasuo, Lee, etc. doesn't hurt anyone. If you don't like what they are saying, then don't upvote it. Just because someone has a different opinion than you do doesn't mean they shouldn't be allowed to express their own thoughts and feelings.

It's not the problem of them expressing their opinion, that's fine. It's the problem of them becoming practically 5 word posts of,"Insert champ name here too op, plz nerf." It doesn't offer anything constructive or substantial, which is what Gameplay should be used for, and people upvote anyway.

That's wrong. Curation is only applicable if you have stock to manage, to ensure its quality on the market. The forum does not make nor own the opinion of its forum-goers. There is nothing to curate. There is only filtering, general management and censorship.
Filtering and management shouldn't come to delete stuff because you find them annoying, that would be censorship. The only exception is when someone breaks the rule. Having a hatred towards a champ or 2 itself does not break the rules.

So my suggestion is that opinion based threads need to be accompanied by legitimate and well thought-out fixes to the current situation of the game. You want Yasuo nerfed? What about him should be nerfed? You hate the newest rework of Sejuani? What about the new rework makes you desire the old incarnation of Sejuani? You hate an item change and how would you change the item to make it better for the game? These types of threads facilitate discussion as opposed to mindless banter and complaining.

Is there a reason we can't just shuffle the threads more appropriate for M&G over to memes and games and stuff more fit for GD to GD and keep gameplay for, oh, I dunno, stuff about actual gameplay discussion? Lol. No need for deleting peoples hard worked on content (or, uh, not so hard worked on content, I guess...), but lets at least remove the clutter from this board and get things where they really belong.

Just remember that one person's 'mindless hate mongering and complaining' is another person's well justified communication to Riot to fix something. I know it sounds good to ask people to at least suggest solutions but most people are not capable of offering useful solutions and yet their complaints are still valid. It sucks to hear "Yasuo is massively unfun to play against" a hundred times with nothing further added, but that doesn't make it any less true.
All that said... yeah some threads should probably still not be there because their tone is problematic enough. It's fine to bitch about Yasuo, it's not fine to be a jerk while doing so.
